Hinkley Point B planned intervention

Executive summary

Purpose of intervention

This was a planned inspection of EDF Energy Nuclear Generation Ltd's (NGL's) Hinkley Point B power station, undertaken as part of the planned intervention strategy for the Operating Facilities Programme (OFP) of the Office for Nuclear Regulation (ONR).

The work was carried out in line with the planned inspection programme contained in the Hinkley Point B Integrated Intervention Strategy (IIS).

Interventions Carried Out by ONR

I (the nominated site inspector for Hinkley Point B) carried out a compliance inspection on licence condition 14 (safety documentation). I also met with Independent Nuclear Assurance (INA) and discussed a number of topics on the site.

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable. No system inspections were carried out on this visit.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

For LC14 (safety documentation), I judged that NGL had created an accessible and up to date living safety case and that safety cases were being managed through a series of good quality and mature procedures. Personnel with safety case responsibilities were well trained and the required training requirements were demonstrated to be "in-ticket". NGL was able to provide a good summary of the position with regarding current safety case changes. I therefore awarded an IIS rating of Green (no formal action required) to this inspection.

I met with an INA evaluator to discuss a number of issues and promote effective working interactions. On this occasion we reviewed plans for enhancing INA staffing levels on site, fuel route enhancements and safety rule events. We also discussed preliminary arrangements for the proposed joint INA/ONR system based inspection planned for June 2016.

Finally I met with a number of station staff to discuss a range of topics including progress with current Periodic Safety Review, lessons learned from the recent reactor 3 outage, the reactor trip during return to service after the last outage, plans for the annual review of safety meeting and Level 1 emergency demonstration exercise and a recent event at the new Nitrogen plant

The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.

Conclusion of Intervention

There were no findings from this inspection that could significantly undermine nuclear safety. At present, no additional regulatory action is needed over and above the planned interventions of Hinkley Point B power station as set out in the Integrated Intervention Strategy, which will continue as planned.
