Heysham 2 Power Station - Fire safety inspection

Executive summary

Purpose of intervention

The purpose of this Intervention was to confirm that the General Fire Safety provisions on site are adequate during the forthcoming outage period and to confirm compliance with the requirements of the Regulatory Reform (Fire Safety) Order 2005 is being achieved.

I would judge the Intervention to of been of a good standard and I would provide a GREEN rating.

Interventions Carried Out by ONR

I had access throughout the day to senior managers and subject area experts to provide evidence of compliance with the Regulatory Reform (Fire Safety) Order 2005 and the adequacy of their fire safety management arrangements through presentation of pre-prepared material and responding to questions. I challenged managers' statements and questioned personnel to test effectiveness and knowledge of arrangements.

Not applicable this was not a safety systems inspection

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I found a good level of management and control in relation general fire safety on site.

The Fire Safety Coordinator is both confident and knowledgeable and seems to be well supported by his line management.

The main purpose of the visit was to review the Fire Safety measures specifically in relation to the forthcoming outage, this involved reviewing management controls and approach to fire safety and reviewing areas on site including the Turbine Hall, Auxiliary boiler house, the Fire pumping house and various Temporary Accommodation units, (TAUs) provided for the contractor work base.

I also witnessed the Pre-outage muster which was carried out in good time followed by an internal critic of the events that occurred during the exercise; a number of useful observations where made but generally the Muster went well.

Conclusion of Intervention

There are no major issues that require formal regulatory action to be taken, I observed a good level of Fire Safety however there are a number of minor issues that when addressed would improve the current site arrangements; an action plan was requested by the 4th October 2016 to confirm how site propose to progress each point detailed, I will continue to liaise with the Fire Safety Coordinator to confirm that they are resolved in a timely fashion.
