The purpose of this intervention was to undertake a planned compliance inspection at EDF Nuclear Generation Limited’s (NGL) Heysham 1 power station in line with ONR’s planned inspection programme contained in the Heysham 1 Integrated Intervention Strategy (IIS) for 2016/17.
An ONR Leadership and Management for Safety (LMfS) specialist inspector accompanied by the current ONR site Inspector and the new incoming site inspector undertook a routine licence compliance inspection of NGL’s arrangements for Licence Condition (LC) 7 - incidents on the site.
The current and incoming site inspectors also undertook a quarterly review of progress with the ONR issues raised during previous intervention on the site. In addition the ONR site inspectors for Heysham 1 and Heysham 2 both attended the Local Community Liaison Committee (LCLC) meeting.
No safety system inspection was undertaken, hence this is not applicable.
We undertook an inspection against LC 7 which examined NGL’s arrangements to implement findings from the station’s internal investigation of incidents. Based on a sample of incidents and corrective actions identified we judged that NGL has effective processes to manage and monitor the timely implementation of actions identified.
The station presented evidence to show how it had reviewed and made improvements to its corrective action programme over the past 18 months. We noted a number of positive outcomes and considered that the station had shared these with the rest of the fleet. Consequently we judged that standard of compliance to be in accordance with relevant good practice and therefore assigned a rating of green against LC7 compliance.
With respect to progression of the ONR previous issues, we judged that, in general, good progress was being made to address these. Where progress has been delayed due to other priorities a way ahead has been agreed.
The ONR Nominated Site Inspectors for Heysham 1 and Heysham 2 both attended the LCLC where both stations presented an update on their safety performance since the last meeting to the local community. ONR presented the quarterly report for both stations and no questions were raised on the report by the LCLC members.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
From the evidence gathered during this inspection it was judged that there were no matters that have potential to impact significantly on nuclear safety.
At present, no additional regulatory action is needed over and above the planned interventions at Heysham 1 as set out in ONR’s IIS plan which will continue as planned.
