Harwell - Emergency Demonstration Exercise

Executive summary

Purpose of intervention

This inspection undertaken on Magnox Ltd's Harwell nuclear licensed site was part of a programme of planned interventions as outlined in the IIS plan for 2016/17.

Interventions Carried Out by ONR

During this intervention, ONR inspectors carried out compliance inspections against licence condition 11, Emergency Arrangements, in particular assessing a demonstration emergency exercise.

Whilst on site I held meetings with the licensee to discuss a number of routine matters.

Explanation of Judgement if Safety System Not Judged to be Adequate

No safety system was inspected during this intervention

Key Findings, Inspector's Opinions and Reasons for Judgements Made

ONR considered that the planning for the exercise was thorough, and that the scenario was proportionate to the hazards remaining on site whilst remaining challenging of the emergency arrangements. During its observations of the emergency exercise, the ONR team identified a number of good points and a number of areas for improvement. ONR will write to site providing all its observations. This letter will request a reply which provides a review of the three areas for improvement and the site's proposed corrective actions. Taking into account the exercise planning/scenario and all the ONR team's exercise observations we considered the emergency exercise to be an adequate demonstration of the site's emergency arrangements made under LC11.

Whilst on site I held meetings with the licensee to discuss and follow up on the status of actions and held meetings to discuss a number of routine matters.

Conclusion of Intervention

From the evidence gathered during this intervention, I conclude that there are no matters that may impact significantly on nuclear safety.
