Hartlepool - Planned Compliance Inspection

Executive summary

Purpose of intervention

The purpose of this intervention was to undertake an unannounced inspection at EDF Energy Nuclear Generation Limited's (NGL) Hartlepool Power Station, in line with the inspection programme contained in the Hartlepool integrated intervention strategy for 2016/17.

Interventions Carried Out by ONR

I undertook an unannounced inspection to evaluate compliance with Licence Condition (LC) 26 which requires that licensees ensure that no operations are carried out which may affect safety except under the control and supervision of suitably qualified and experienced persons appointed for that purpose.

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable - no system-based inspections were performed during this intervention.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

On the basis of a sample inspection, I found that the plant status was accurately reflected in the plant logs. I found that the alarms within the central control room were actively monitored (and their status accurately understood) by persons appointed to control and supervise operations. I considered that work undertaken by the operations team to test run a CO2 standby boiler was performed to a good standard, in accordance with written instructions provided for the task.

Overall, I consider that the standard of implementation of the licensee's LC26 arrangements was consistent with relevant good practice. I judge that the following ONR inspection rating is appropriate: Green.

Conclusion of Intervention

There are no findings from this inspection that could significantly undermine nuclear safety nor require a change to the planned interventions and inspections at Hartlepool Power Station.
