This was a planned inspection of EDF Energy Nuclear Generation Ltd. (NGL)'s Corporate Arrangements for Organisational Learning (OL) including Licence Condition 7 (LC7).
I carried out a planned compliance inspection against LC7 'Incidents on Site'. The inspection focussed on the OL function - particularly oversight of Fleet processes.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
There was no safety system inspection carried out during this intervention.
I found that NGL's Organisational Learning Process has been simplified by combining two former processes covering the corrective action programme and operating experience. A new suite of guidance has been rolled out across the fleet.
Changes continue within the corrective action programme. The need to increase central oversight of OL has been identified and a new oversight model developed to assess how far OL is becoming embedded in normal business.
Measures are being taken to strengthen cross-fleet learning in order to ensure that the company is effective in learning from events. I sampled two mandatory evaluations and followed through to a number of Station responses; corrective actions and fleet and station effectiveness reviews. My main findings were that:

No significant issues were found in relation to NGL's Governance and Oversight arrangements for OL. There are a number of improvement initiatives on going which will improve oversight. Actions arising will be monitored during a second Corporate LC7 intervention scheduled for January 2017. Overall, I judge an IIS rating of Green to be justified.
