Executive summary

Purpose of intervention

This report covers an inspection of Magnox Ltd's Dungeness A nuclear licensed site on 4 to 6 October 2016. This inspection was part of a programme of planned interventions as outlined in the Dungeness A Integrated Intervention Strategy (IIS) for 2016/17

Interventions Carried Out by ONR

During this intervention, a team of ONR inspectors carried out Licence Condition (LC) compliance inspections to verify compliance with the following Licence Conditions:

The inspections were carried out against the requirements of LC7, 17, 19, 21 & 22 and ONR's published inspection guidance associated with these Licence Conditions.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

We inspected compliance with Licence Condition 7 - Incidents on the site. During this inspection we reviewed the licensee's arrangements and their implementation against ONR's associated inspection guidance. In parallel with this inspection we also conducted a review of the licensee's OPEX arrangements as a part of an ONR cross industry benchmarking exercise.

We inspected compliance with Licence Condition 17 which requires adequate safety management systems: This inspection was also undertaken in parallel with the inspection for Licence Condition 7, to examine the arrangements for reporting incidents as the focus for the inspection against Licence Condition 17. Particularly, we examined the implementation of site specific processes alongside the corporate arrangements.

I am satisfied that the licensee demonstrated that adequate arrangements are in place to meet the requirements as defined in ONR guidance and that these were adequately implemented on the site. I have rated compliance with Licence Conditions 7 and 17 as Green.

We inspected compliance with Licence Condition 22 by sampling the application of the arrangements in support of the recent Interim Shielded ILW Storage Area and the current Advanced Vacuum Drying System (AVDS) project

In parallel with the Licence Condition 22 inspection we also inspected compliance with Licence Condition 19 - Construction or installation of new plant and Licence Condition 21 - Commissioning, which are all implemented through a common process.

I am satisfied that the licensee's arrangements meet the key requirements as defined in ONR guidance and demonstrate relevant good practice. I am satisfied that these arrangements were adequately implemented on site: I have rated compliance with Licence Conditions 19, 21 and 22 as Green.

We inspected compliance against the Ionising Radiations Regulations (IRR99) Regulation 7 [Prior Risk Assessment], Regulation 8 [Restriction of exposure] and Regulation 11 [Dose Limitation]. We examined the site's arrangements for the collation and reporting of individual and cumulative radiation dose; we also reviewed a listing of all radiological safety events reported on site this financial year as part of the OPEX benchmarking exercise. We also witnessed the implementation of radiological protection measures in support of the preparations for the diving operations taking place within the Ponds.

I am satisfied that the licensee's arrangements meet the key requirements as defined in ONR guidance and demonstrate relevant good practice. I am satisfied that these arrangements were adequately implemented on site: I have rated compliance with IRR99 Regulations 7, 8 and 11 as Green.

Following the site inspections the Nominated Site Inspector attended the Dungeness Site Stakeholder Group (SSG) meeting, and presented the ONR report of activities at Dungeness A.

Conclusion of Intervention

From the evidence gathered during this intervention I judged the licensee's compliance with Licence Conditions 7, 17, 19, 21 and 22 and Regulations 7, 8 & 9 of IRR99 to be adequate, no significant issues were identified, but minor actions were raised for the licensee to address, which are detailed in Section 2 of the main report. These actions have no safety significance, and will be followed up as routine business by the site inspector during future interactions with the licensee.
