LC 26 inspection at Dounreay

Executive summary

Purpose of intervention

I carried out a planned inspection of compliance with licence condition (LC) 26 (control and supervision) in accordance with the 2016/17 integrated inspection strategy (IIS) for Dounreay, to provide confidence that the licensee is controlling its hazards properly and complying with its statutory obligations

Interventions Carried Out by ONR

I inspected the implementation of the licensee’s arrangements for ensuring operations involving the wet area size reduction facility (WASRF) at the prototype fast reactor (PFR) were adequately controlled and supervised by someone suitably qualified and experienced to do so.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I sampled training records and discussed control and supervision activities with personnel.  Overall I consider that the arrangements for control and supervision of activities in the WASRF are being adequately implemented.  Although I made a number of recommendations aimed at improving the demonstration of compliance (particularly with respect to safety case aspects), I consider compliance with LC 26 to be adequate in the areas inspected.

Conclusion of Intervention

I did not identify any matter impacting on nuclear safety that required immediate regulatory action.
