Dounreay Compliance inspection

Executive summary

Purpose of intervention

I carried out planned inspections of compliance with licence condition (LC) 21 (commissioning), LC 23 (operating rules) and LC 24 (operating instructions) in accordance with the 2016/17 integrated inspection strategy (IIS) for Dounreay, to provide confidence that the licensee is controlling its hazards properly and complying with its statutory obligations

Interventions Carried Out by ONR

I inspected the licensee's process for commissioning the wet area size reduction facility (WASRF) at the prototype fast reactor (PFR).  I also inspected the safety case for commissioning and the consistency of operating documentation with the safety case requirements.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I found a small number of anomalies in the commissioning of the ventilation system, which I have asked the licensee to address; however, overall I consider that the licensee has produced a safety case for the WASRF which clearly identifies the limits and conditions necessary for safety, and has ensured that those limits and conditions are translated into operating documentation; furthermore, I consider that the safety case identifies the engineered controls necessary for safety and has demonstrably commissioned those controls.

Conclusion of Intervention

I did not identify any matter impacting on nuclear safety that required immediate regulatory action.
