Dounreay Conduct of Inspection in support of IIS

Executive summary

Purpose of Intervention

In line with the 2016/17 inspection plan for Dounreay I carried out planned inspections and other interventions to provide confidence that Dounreay Site Restoration Ltd. (DSRL) is controlling its hazards properly and complying with its statutory obligations.

Interventions Carried Out by ONR

I undertook compliance inspection against Licence Condition 7 Incidents on the Site and Licence Condition 35 Decommissioning.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I reviewed recent events reported in accordance with DSRL’s arrangements made under Licence Condition 7. In particular I discussed the findings of an on-going investigation into the release of contamination during transfer of a glove box in the fast reactor reprocessing facility. I considered that the response to the event had been appropriately managed and that the investigation was commensurate with its significance.

As required by Licence Condition 35 a site baseline decommissioning programme has been produced. I discussed the process being applied for the re-baselining of the programme for the decommissioning of plants within the Fuel Cycle Area. The process appeared robust. Once the facility programmes have reached a level of maturity I will wish to be assured that they are in accordance with ONR expectations for the systematic reduction in hazard.

Conclusion of Intervention

I considered my inspection identified an adequate standard of compliance with Licence Condition 7 and Licence Condition 35. The intervention did not identify any matter impacting on nuclear safety that required immediate regulatory action.
