Dounreay Conduct of Inspection in support of IIS

Executive summary

Purpose of intervention

In line with the 2016/17 inspection plan for Dounreay I carried out planned inspections and other interventions to provide confidence that Dounreay Site Restoration Ltd. (DSRL) is controlling its hazards properly and complying with its statutory obligations.

Interventions Carried Out by ONR

I undertook compliance inspections against Licence Condition 12 Duly Authorised and Suitably Qualified and Experienced Persons and Licence Condition 26 Control and Supervision within the decommissioning Fast Reactor Reprocessing Facility. I discussed the progress being made in waste encapsulation and decommissioning projects on site. I met with safety representatives.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

My inspection within the Fast Reactor Reprocessing Facility provided evidence that DSRL arrangements for the appointment of Duly Authorised and Suitably Qualified and Experienced Persons, to demonstrate compliance with LC 12 and LC 26, meet ONR expectations and that the arrangements are being adequately implemented.

Conclusion of Intervention

The intervention did not identify any matter impacting on nuclear safety that required immediate regulatory action.
