Dounreay - LC36 Compliance inspection Level 1 exercise

Executive summary

Purpose of intervention

I carried out planned inspections of compliance with licence condition (LC) 36 (organisational capability), and LC 11 (emergency arrangements) to provide confidence that the licensee is controlling its hazards properly and complying with its statutory obligations.

Interventions Carried Out by ONR

I discussed recent management of change submissions with the HR Compliance and Resource Manager, and examined the optioneering and risk assessment documentation that supported those submissions.

I assessed the licensee's annual emergency exercise, in which it demonstrated its ability to implement its emergency arrangements.

Explanation of Judgement if Safety System Not Judged to be Adequate


Key Findings, Inspector's Opinions and Reasons for Judgements Made

I consider that the licensee has robustly implemented its arrangements for compliance with LC 36 and, in addition, has introduced the use of optioneering for organisational change, which I consider to be good practice.

I further consider that the licensee adequately demonstrated its arrangements for responding to an emergency. Despite developing a challenging scenario for the demonstration, all parts of the licensee's emergency response organisation operated well.

Conclusion of Intervention

I did not identify any matter impacting on nuclear safety that required immediate regulatory action.
