Purpose of intervention

This report covers a planned intervention carried out as part of ONR's regulation of operations undertaken at Devonport Royal Dockyard Limited (DRDL).

Interventions Carried Out by ONR

This intervention is a Compliance Inspection undertaken at DRDL against the requirements of Licence Condition 17 (LC17 - Management Systems).

Explanation of Judgement if Safety System Not Judged to be Adequate


Key Findings, Inspector's Opinions and Reasons for Judgements Made

The purpose of the LC17 compliance inspection was to examine aspects of the management system in the following areas:

I judge that the management systems sampled for governance of nuclear safety related projects and control of changes to management systems documentation, are adequate. However the arrangements examined for management of nuclear safety related projects had a potential shortfall.

I acknowledge that the licensee provided further evidence supporting the arrangements for management of safety related projects immediately prior to the closing meeting. This may mitigate the potential shortfall but requires further review by ONR and discussion with the licensee.

During the closing meeting, ONR and DRDL agreed to review the potential shortfall through a regulatory meeting which will be held during March 2017 inspection week. Ahead of this meeting, ONR will assess the additional documentation received.

Conclusion of Intervention

From the evidence sampled during this inspection, I judge that compliance with LC17 - Management Systems is adequate in some respects but there is a potential shortfall in the arrangements for management of nuclear safety related projects.  This will be followed up as part of routine regulatory business.
