LC7 compliance inspection

Executive summary

Purpose of intervention

This report covers attendance at the Devonport site for routine engagement and inspection activity. The inspection was undertaken as part of a series of planned interventions supporting ONR's DRDL Intervention strategy.

Interventions Carried Out by ONR

ONR carried out a planned LC7 (incidents on site) compliance inspection on site.

Explanation of Judgement if Safety System Not Judged to be Adequate

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The main aim of this planned LC7 compliance inspection was to assess DRDL's progress against the shortfalls detailed in ONR's letters and inspection findings from 2015 and 2016. DRDL has addressed the shortfalls through the Nuclear Safety Improvement Programme (NSIP) via a dedicated LC7 workstream. ONR concluded that DRDL has responded positively to our detailed issues and has made progress against the longer-term site-wide actions although some improvements still need to be implemented. From the evidence obtained during the inspection, ONR believes that DRDL is now in a position to close down the LC7 NSIP workstream and move LC7 back into normal business. ONR intends to carry out a follow-up LC7 compliance inspection in late 2017 / 18 to determine that progress with the implementation of improvements has been maintained.

Conclusion of Intervention

No additional regulatory concerns were identified as a result of this intervention and future engagement will continue as detailed in the DRDL Intervention Strategy.
