Planned intervention at DRDL

Executive summary

Purpose of intervention

This report covers attendance at the Devonport site for routine engagement and inspection activity. The meetings were undertaken as part of a series of planned interventions supporting ONR’s DRDL Intervention strategy.

Interventions Carried Out by ONR

ONR and DNSR observed the Level 1 / Level 2 Demonstration Emergency Exercise Short Sermon 2016 (SS16). ONR also carried out a planned unannounced LC27 (safety mechanisms, devices and circuits (SMDCs)) compliance inspection in 9 Dock.

Key Findings, Inspector’s Opinions and Reasons for Judgements Made

A team of ONR and DNSR inspectors observed the Level 1 / 2 demonstration emergency exercise Short Sermon 2016 (SS16). The aim of the exercise was to demonstrate and test the Nuclear Emergency Arrangements in response to an accident on the Devonport Site during normal working hours.  Overall, ONR and DNSR judged that the exercise had been an adequate demonstration of the Devonport emergency arrangements under LC and AC11.

ONR inspectors carried out an unannounced compliance inspection in 9 Dock. We attended the daily meetings where all the work planned for the day (and following days at the weekend) was reviewed. These were well chaired and disciplined meetings.  A plant walk-down to inspect work being undertaken on safety mechanisms and devices was made. The inspectors observed the task which appeared to be adequately controlled and manged. Immediately following the inspection ONR shared the findings with DRDL at a debrief meeting. Overall, ONR judged that DRDL had demonstrated adequate compliance with its arrangements made under LC27.

Conclusion of Intervention

No additional regulatory concerns were identified as a result of this intervention and future engagement will continue as detailed in the DRDL Intervention Strategy.
