Executive summary

Purpose of intervention

This intervention at the Devonport Royal Dockyard Limited (DRDL) licensed site was undertaken as part of the 2016/17 intervention plan and propulsion sub-programme strategy.

Interventions Carried Out by ONR

The intervention included level 4 update meetings with the 9 dock plant management team and the DRDL safety representatives.

Explanation of Judgement if Safety System Not Judged to be Adequate

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The 9 dock plant management meeting did not identify any significant safety concerns, ONR continue to assess a cat A change request (CR) relating to a new fault sequence identified from adjacent facilities to 9 dock.

A follow up into incidents relating to a non-compliance with identified operating instructions (IOI) and failure to maintain safety related equipment was conducted. The immediate actions taken by the licensee are deemed to be appropriate and steps are underway to complete internal investigations. ONR will continue to follow-up on findings through routine interventions.

The safety representatives meeting identified a number of issues which will be followed -up during routine interventions. The themes are around ageing assets and improving communication within the organisation.

Conclusion of Intervention

No shortfalls or issues were found which adversely affected nuclear safety or were judged to be of such concern as to require immediate action. No regulatory issues were raised as a result of this intervention.
