This inspection of the HMNB Clyde authorised site, was undertaken as part of a series of planned interventions in accordance with the ONR Propulsion sub-programme atrategy and site plan for 2016/17.
The intervention consisted of a joint inspection of the HMNB Clyde Authorisation Condition 7 (Incidents on the site) arrangements and was led by the Defence Nuclear Safety Regulator's (DNSR) site inspector; it utilised the relevant ONR Technical Inspection Guide.
In addition to the AC 7 compliance inspection, I participated in the site walk-down to confirm compliance with Authorisation Condition 2 (Marking of the site boundary).
The joint ONR/ DNSR inspection of AC7 arrangements was a follow up to a joint inspection conducted in November 2014. A significant programme of work has subsequently been undertaken at HMNB Clyde to enhance AC7 safety management arrangements. The overall outcome from this AC compliance inspection is that in my opinion relevant good practice is generally met and legal duties complied with. No significant shortfalls were identified in the arrangements for delivery against AC7 requirements, with only minor suggestions for improvement in compliance arrangements. As the inspection was led by DNSR any formal actions will be placed through their formal report to site in the form of findings or observations.
In support of the DNSR inspection of Authorisation Condition 2 (Marking of the Site Boundary) arrangements, I participated in a walk-down of the authorised site boundaries at both Faslane and Coulport. No issues arose during the walk-downs.
On the basis of the information provided and evidence obtained during this intervention, I concluded that relevant good practice is generally met and legal duties complied with. As HMNB Clyde is a DNSR Authorised Site and the inspection was led by DNSR no formal rating has been applied for this intervention. If I was to formally rate this inspection I would have rated the arrangements as adequate (Green).
The intervention did not identify any matter impacting on nuclear safety that required immediate regulatory action.
