Planned inspection at Cyclife UK Limited

Executive summary

Purpose of intervention

A planned system inspection, of the confinement of radioactive material, conducted jointly with the Environment Agency. I also participated in the planned monthly regulatory meeting. I also participated in the Local Liaison Panel meeting. This intervention formed part of the planned 2016/17 intervention programme for the Cyclife UK Limited site.

Interventions Carried Out by ONR

I participated in the planned monthly regulatory meeting, with the licensee and the Environment Agency, reviewing a range of the licensee’s safety performance metrics.

I conducted a planned ‘system inspection’, on the topic of the confinement of radioactive material on the site, as a joint intervention with the Environment Agency.

The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.

I participated in a meeting of the Local Liaison Panel, held on the site.

Explanation of Judgement if Safety System Not Judged to be Adequate

For the system inspection, I judged that the licensee adequately demonstrated the implementation of the safety case relating to the confinement of radioactive material.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

During my review of a range of the licensee’s recent safety performance metrics. I was encouraged to note that the licensee had recently restored an adequate level of performing radiation and contamination surveys on the site. The range of safety performance metrics reviewed were judged to be adequate.

For the system inspection, a joint facility inspection was conducted with the Environment Agency, sampling aspects of the implementation of the licensee’s safety case, relating to the confinement of radioactive material. Training records were sampled and there was evidence of appropriate maintenance and testing of safety related equipment, in compliance with maintenance instructions. An adequate standard of containment was demonstrated at the hot cutting booth. Overall, I judged that the licensee had adequately implemented the safety case in the areas inspected. The inspection findings have been communicated to the licensee and a programme is to be established to address the minor opportunities for improvement which I identified during the system inspection.

At the meeting of the Cyclife UK Limited Local Liaison Panel, I reported on recent ONR interventions at the site and addressed some queries from the members.

Conclusion of Intervention

At the monthly information exchange meeting, I judged the licensee’s recent safety performance metrics to be adequate. No intervention rating was warranted for this meeting.

I concluded that an inspection rating of green, adequate, was warranted overall, for the planned system inspection of the confinement of radioactive material. I concluded that there were no matters that may significantly impact on nuclear safety.

I concluded that the licensee’s Local Liaison Panel meeting provided a useful opportunity to enable ONR to report on recent site interventions to the members of the Panel. No intervention rating was warranted for this meeting.
