Purpose of intervention

Planned intervention to provide regulatory advice on the licensee's proposed changes to the Licence Condition 13 nuclear safety committee and to review nuclear and radiological safety performance metrics. This intervention formed part of the 2016/17 Intervention Programme.

Interventions Carried Out by ONR

I participated in a planned periodic meeting, to provide regulatory advice on the licensee's proposed changes to the terms of reference of the nuclear safety committee and to review recent nuclear and radiological safety performance metrics.

Explanation of Judgement if Safety System Not Judged to be Adequate

As no safety system inspection was undertaken, this was not applicable to this intervention.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

At the meeting, I provided regulatory advice on the licensee's proposed changes to the nuclear safety committee, to ensure compliance. The licensee will be submitting its revised arrangements to ONR for approval.

The licensee also reported an acceptable range of recent nuclear and radiological safety performance metrics. The licensee continued to make progress with operational performance improvements.

The proposed change to the licensee's 'parent body organisation' was also discussed and would be outlined in further detail at a separate meeting later in June.

Conclusion of Intervention

I concluded that the licensee was responsive to the regulatory advice, reflecting the requirements of the ONR guidance on site Licence Condition 13 (nuclear safety committee), incorporating changes which would ensure that the terms of reference of the nuclear safety committee were compliant, before sending the revised terms of reference to ONR for approval. The licensee also reported an acceptable range of nuclear and radiological safety performance metrics. An intervention rating of green was considered to be appropriate for this intervention.
