Executive summary

Purpose of intervention

This report covers interventions carried out as part of ONR's regulation of operations undertaken at the Magnox Chapelcross (CHX) site.

Interventions Carried Out by ONR

Six planned Compliance Inspections were undertaken relating to LC11 (Emergency arrangements), LC22 (Modification or experiment on existing plant), LC26 (Control and supervision), LC32 (Accumulation of radioactive waste), LC34 (Leakage and escape of radioactive material and radioactive waste) and LC35 (Decommissioning). An Action/Issue review, a meeting with site Safety Representatives and other supporting interventions were also carried out.

The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

All six Compliance Inspections had findings where No Formal Action (Green) was required.

Following evidence obtained during this Inspection Week I consider that the four current Regulatory Issues raised on CHX can now be closed.

Observations were made during the following Compliance Inspections that require some attention from Magnox: -

Conclusion of Intervention

I consider that No Formal Action (GREEN) is the appropriate rating for CHX compliance against LC11, LC22, LC26, LC32, LC34 and LC35.

I consider that Issues 4696, 4697, 4883 and 4884 can now be closed through ONR's due process.

My Observations made during this Inspection Week were minor in nature and do not impact upon the Green ratings allocated during this inspection.
