This report covers interventions in pursuit of the ONR integrated intervention strategy for Chapelcross, in particular to address regulatory issues identified as part of Inspection plan and carry out the planned Compliance inspections
This report covers interventions at Chapelcross to address Compliance inspection as follows:

LC 7 - The purpose of the intervention was to undertake an inspection of the licence arrangements and implementation under LC 7.
LC 7 'Incidents on the site" requires the licensee to make and implement adequate arrangements for the notification, recording, investigation and report of such incident occurring on site. The inspection itself was consideration of the arrangements in reporting in the organisation together with a review of the more significant investigation reports carried out on the site in the last 12 months. ONR considers an Inspection rating of Green to be appropriate. There is a need to look further in some areas of investigation including some improvement in root causes and some further improvement in the minutes of the learning and review meeting, but the level of investigations is generally good and complete.
LC 11 - The purpose of the intervention was to undertake an inspection of the demonstration exercise under LC 11. The judgement of the inspectorial team was that for LC
"Emergency arrangements", an Inspection rating of Green was appropriate. The site will receive a formal letter with regard to the learning from the exercise following completion of the internal assurance report.
LC 12 - The purpose of the intervention was to undertake an inspection of the licence arrangements and implementation under LC 12. The focus of the inspection was the duly authorised person role under LC 12 (2). ONR considers an Inspection rating of Green to be appropriate. This is based on a balanced view of the two roles sampled and the necessary review of both the individuals in question and their supporting documentation. In terms of the shift leader there is a need to amend the various documentation as well as consider the corporate position regarding the need for the role to be DAP and this will be taken forward with the ONR corporate inspector.
No issues will be raised as a result of the inspection although some areas of improvement will be communicated. In line with ONR guidance a formal letter will be sent to site for the LC 11 demonstration exercise and this will be after the ONR site inspector has received a copy of the internal assurance report on the demonstration exercise.
