LC11 Emergency Exercise Demonstration

Executive summary

Purpose of intervention

This report covers an inspection of Magnox Ltd's Bradwell nuclear licensed site on the 3-4 August 2016, undertaken as part of a programme of planned interventions as outlined in the Bradwell IIS plan for 2016/17. Bradwell are moving away from undertaking annual level 1 demonstration exercises to contingency based emergency arrangements.

Interventions Carried Out by ONR

During this intervention, the Bradwell emergency exercise demonstration was observed and assessed against Licence Condition 11 requirements. The inspection was undertaken in accordance with the requirements of ONR's published inspection guidance associated with this Licence Condition.

Explanation of Judgement if Safety System Not Judged to be Adequate

This intervention did not include an inspection of a safety system.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The planning for the exercise was thorough with an appropriate scenario that was relevant and proportionate to the hazards remaining on the site. The emergency exercise was an adequate demonstration of the licensee's proposed on-site emergency arrangements and should a real event occur the ONR team judged that the site would cope.

Conclusion of Intervention

From the evidence gathered during this intervention it is concluded that there are no matters of nuclear safety concern. The ONR team judged that the emergency exercise was an adequate demonstration of the site's proposed arrangements with Licence Condition 11 compliance rated Green.
