Planned interventions at BAE Systems Marine Limited

Executive summary

Purpose of intervention

This intervention was one of a series of planned interventions for the BAE Systems Marine Limited (BAESML's) licensed nuclear site at Barrow, in line with the strategy for regulating the site during 2016/17. I undertook a planned inspection of LC 7 "Incidents on the Site".

Interventions Carried Out by ONR

The purpose of Licence Condition 7 (LC7) is to ensure that incidents on the site are notified, recorded, investigated and reported by the licensee. ONR anticipates that only the more significant incidents, that match ONR criteria, and with the potential to have an adverse effect on safety, are notified to ONR.

The LC7 inspection comprised of discussions with BAESML staff and examination of documentation and records focussed on the inspection of arrangements for the notification, recording, investigation and reporting of such incidents occurring on the site.

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I consider that BAESML's arrangements for compliance with LC 7 as below standard. The inspection identified the following shortfalls in aspects of the arrangements:

Conclusion of Intervention

I consider implementation of the site's arrangements for LC 7 to be below standard and I have rated BAESMLs as amber, this view was accepted by the licensee. In addition, the previous LC 7 carried out in June 2015 rated BAESML as below standard and the resultant regulatory Issue has not been closed, I have therefore amended the existing regulatory issue to track the improvements.
