This report covers planned inspections at the AWE Burghfield Licensed Site and is undertaken in accordance with ONR’s Integrated Intervention Strategy (IIS) for the Atomic Weapons Establishment Programme.
The inspections undertaken at the Burghfield Licensed Site form part of a series of planned interventions in accordance with the IIS and Integrated Intervention Plan (IIP).
The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.
ONR conducted a planned inspection and assessment within the Assembly Technology Centre (ATC) of implementation of the Licence Condition (LC) 28 Examination, Inspection, Maintenance and Testing (EIMT).
ONR also conducted interventions by way of an update meeting with Assembly Technology Centre (ATC) Head and attendance at the bi-monthly Burghfield Nuclear Licensed Site Level 3 meeting.
For the LC 28 inspection, based on the discussions and explanations given, including the sample inspected, on this occasion I am satisfied that there were no shortfalls identified with the implementation of the arrangements for LC28 - EIMT. Therefore I judged this compliance inspection to have a ‘GREEN’ rating. There were no shortfalls identified in the Safety Case and the route to the EIMT plan via the Engineering Schedule, Maintenance Instructions or the use of data provided from maintenance activities. I was also satisfied with regard to my other interventions that there were no shortfalls and no need for any regulatory action at this point.
It is ONR’s opinion, that from the sample inspected, the implementation of the established arrangements within the ATC with respect to Licence Condition 28 is to a ‘GREEN’ rating. There are no other findings from this inspection or the other interventions in this report that could significantly undermine nuclear safety.
