Executive summary

Purpose of intervention

This report covers interventions carried out as part of ONR’s regulation of operations undertaken at the Atomic Weapons Establishment.

Interventions Carried Out by ONR

Three planned Compliance Inspections were undertaken on project Mensa on AWE Burghfield site against the requirements of Licence Condition (LC) 7 (Incidents on site), LC23 (Operating rules) and LC27 (Safety mechanisms, devices and circuits (SMDC)).

The licence conditions were inspected against ONR’s published guidance requirements, as described in our technical inspection guides, which can be found at Office for Nuclear Regulation (ONR) Compliance inspection - Technical inspection guides.

The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.

Explanation of Judgement if Safety System Not Judged to be Adequate


Key Findings, Inspector's Opinions and Reasons for Judgements Made

I was satisfied that the project demonstrated adequate compliance with LC7 Arrangements and appropriate control of AEs and the Issues and Actions arising. Discussions were open and constructive and indicated that the project is continuing to learn and improve under the requirements of LC7.

I am content with Mensa’s approach to both LC23 and LC27 and have some confidence that there will be clarity within the associated Safety Cases with regard to what are and what are not Operating Rules and SMDC.

I identified that an impact assessment and implementation plan had not been produced for the implementation of two new key sets of Arrangements introduced from the corporate centre on the Mensa project.

Conclusion of Intervention

I consider that No Formal Action (GREEN) is the appropriate rating for Mensa compliance against LC7, LC23 and LC27.

Findings related to LC17 (Management systems) will be fed into the ONR response following ONR’s LC17 Enhanced Inspection undertaken in October 2016.
