Purpose of intervention

This report covers interventions carried out as part of ONR’s regulation of operations undertaken at the Atomic Weapons Establishment.

Interventions Carried Out by ONR

One intervention comprising a reactive Compliance Inspection undertaken on AWE Burghfield site against the requirements of Licence Condition 14 (Safety documentation) and other interventions undertaken during AWE September Inspection Week.

The licence conditions were inspected against ONR’s published guidance requirements, as described in our technical inspection guides, which can be found at Office for Nuclear Regulation (ONR) Compliance inspection - Technical inspection guides.

The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.

Explanation of Judgement if Safety System Not Judged to be Adequate


Key Findings, Inspector's Opinions and Reasons for Judgements Made

AWE could not demonstrate compliance with their Arrangements under Licence Condition 14 (Safety documentation) during the preparation of the current Periodic Review of Safety underway on Burghfield Site. This was principally due to undertaking parallel Verification and Peer Review activities. A Regulatory Issue is already open covering this shortfall. ONR are considering their approach to address this matter.

Conclusion of Intervention

ONR is Seeking Improvement (Amber) from AWE in their making and implementing adequate Arrangements under Licence Condition 14. This non-compliance is being progressed by ONR using its Regulatory Issues process.
