Executive summary

Purpose of intervention

This report covers interventions carried out as part of ONR's regulation of operations undertaken at the Atomic Weapons Establishment.

Interventions Carried Out by ONR

Two interventions comprising planned Compliance Inspections undertaken on project Mensa against the requirements of Licence Condition 25 (Operational records) and LC21 (Commissioning), one intervention covering joint Mensa and B-Site capability issues and a number of other interventions undertaken during August Inspection Week.

The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I consider that under LC25 AWE should plan more pro-actively the records that they need to keep and how these records will be generated and stored. I also consider that AWE needs to consider introducing formal Impact Assessments for the implementation of potential scope changing documents such as Project Manager Instructions.

AWE successfully demonstrated current control of their Arrangements under LC21 with no significant concerns identified.

Conclusion of Intervention

No formal action was required following ONR's Compliance Inspections on LC25 and LC21 on Project Mensa.
