This report covers planned inspections at the AWE Burghfield Licensed Site and is undertaken in accordance with ONR's Integrated Intervention Strategy (IIS) for the Atomic Weapons Establishment Programme.
The inspections undertaken at the Burghfield Licensed Site form part of a series of planned interventions in accordance with the IIS and Integrated Intervention Plan (IIP).
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
ONR conducted a planned inspection and assessment of implementation of the Licence Conditions (LC) 10, 12 and 26 Training, Duly Authorised and other Suitably Qualified Persons and Control and Supervision of Operations within the Assembly Facility.
ONR also conducted interventions on the Burghfield Site's Emergency Exercise Scenario and Assembly Facility Event Update.
For the LC 10, 12 & 26 inspection, based on the discussions, explanations given and the sample inspected, on this occasion ONR was satisfied that there were no shortfalls identified with the implementation of the arrangements within the Assembly Facility Work Control Centre (WCC). Therefore, ONR judged that no formal regulatory action was required in relation to this compliance inspection across all 3 Licence Conditions. No shortfalls were identified in the implementation of the established arrangements for work control, control and supervision of AWE staff and contractors, the current WCC staff and their competence.
For the Burghfield Site's Emergency Exercise Scenario and Assembly Facility Event Update ONR was satisfied that there were no shortfalls and no need for any regulatory action at this point.
It is ONR's opinion, that from the sample inspected, the implementation of the established arrangements within the Assembly Facility with respect to Licence Condition 10, 12 and 26 is to a 'Green' rating.
There are no other findings from this inspection that could significantly undermine nuclear safety.
The planned interventions set out in the Integrated Intervention Strategy for Burghfield site remain valid and will be followed for future inspections.
