LC11 Emergency Arrangements inspection

Executive summary

Purpose of intervention

The purpose of this intervention was to inspect the adequacy of the on-site LC11 Emergency Arrangements at Aldermaston by observing the 2016 Level 1 Demonstration Emergency Exercise.

The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.

Explanation of Judgement if Safety System Not Judged to be Adequate

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The ONR team observed strong individual and team performances. Specifically, command and control was well demonstrated in the control centres and at the incident location. The site muster was completed within the target timescale.

As is expected during a level 1 demonstration exercise, a number of lower level opportunities for improvement were observed by ONR. The team judged that these did not detract significantly from a strong performance on the day.

Overall, the ONR team judged that AWE demonstrated the Aldermaston on-site emergency arrangements to a good standard. A 'no formal action' rating will be recorded.

Conclusion of Intervention

The ONR team concluded that AWE demonstrated the Aldermaston site emergency arrangements adequately. Over and above that, strong command and control performances were demonstrated in the on-site control centres and at the incident location.

There were no findings from my intervention which would significantly undermine nuclear safety.
