The purpose of this intervention was to consider licence compliance in terms of licence condition 19, Construction and Installation of New Plant, and licence condition 20, Modifications to Design of Plant under Construction. The interventions were carried out on the Mensa project at the AWE Burghfield site.
The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.
The intervention is part of an agreed series of interventions covered under the ONR intervention strategy 2016/2017. The intervention rating is identified within the report.
The following interventions were carried out at the Mensa Project site:
Licence Condition 19: In relation to the Mensa LC19 compliance inspection, I established that the construction and installation activities are progressing and are currently transitioning from a civil structural focus to a mechanical and electrical focus. Nuclear safety has been highlighted by the Mensa team and presentations on this are due to be rolled out. New document control systems have also been implemented. A revised project management structure with an increased AWE presence is going to be transitioned in over the next 6 months. Overall, I assessed that a ‘Green’ intervention rating was appropriate.
Licence Condition 20: In relation to the Mensa LC20 compliance inspection, I established that the project is between the major civil construction phase and the mechanical and electrical installation phase and as such the project will take the opportunity to adopt the corporate arrangement for change management/ categorisation. The change management process is well managed and documented. Overall, I assessed that a ‘Green’ intervention rating was appropriate.
In relation to the Mensa LC19 and LC20 compliance inspections, I considered that Green ratings (No Formal Action) were appropriate.
