Magnox Ltd - Wylfa Power Station - Permissioning Inspection and Information Gathering

Executive summary

Purpose of intervention

This was a planned inspection of Magnox Ltd’s Wylfa power station, undertaken as part of the planned intervention strategy for the Decommissioning, Fuel and Waste (DFW) Programme of the Office for Nuclear Regulation (ONR).

The work was carried out in line with the planned inspection programme contained in the Wylfa Integrated Intervention Strategy (IIS) and Magnox Ltd Corporate IIS.

Interventions Carried Out by ONR

Magnox Ltd has submitted proposals to change the support provided to the Magnox Reactor sites by its Central Emergency Support function. To demonstrate this revised Central Emergency Support function, Magnox Ltd utilised a shift exercise at Wylfa (Exercise Echo) to provide drivers to prove the proposed changes. The proposed change will require amendments to the Approved site emergency plans for each Magnox Reactor site. In support of permissioning these changes, ONR inspectors witnessed the key elements of the emergency exercise that demonstrated the Central Emergency Support function.

In addition to the inspection identified above a joint regulatory liaison meeting was attended to monitor progress with current activities and maintain awareness of any matters of shared regulatory interest with environmental regulators and other ONR regulatory functions.

A brief meeting was also held with the Wylfa site closure director and ONR LMfS specialist inspector to review the outcome of the revised organisational structure following completion of the site “best fit” process.

Explanation of Judgement if Safety System Not Judged to be Adequate

No safety system based inspections were undertaken during this intervention.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The inspection of the revised Central Emergency Support function confirmed that the new arrangements and team can come into action quickly and effectively. The Wylfa Emergency Control Centre (ECC) responded well to external requests for information and made good use of the Central Support Centre (CSC) to provide technical support and answer external queries. The relocation of the Central Support function to Berkeley appears to have advantages over the existing set-up at the Central Emergency Support Centre (CESC), EDF Barnwood, particularly due to the ready availability of Magnox Ltd systems, information and expertise. Based on the observations from ONR’s inspection the demonstration of the proposed revised Central Emergency Support function was judged to be adequate.

The joint regulatory liaison meeting is held quarterly and coincidentally with the quarterly defueling transition oversight meeting. The meeting focuses on reviewing areas of shared regulatory and operational interest with a view to ensuring common understanding and expectations across all organisations to provide successful outcomes. For each of the topics covered suitable responses by Magnox Ltd were identified to progress matters towards adequate conclusions.

The update on organisational capability confirmed that the Engineering and Environment, Health, Safety, Security & Quality (EHSS&Q) functions have yet to be completed as they are being reviewed corporately. The review of the remainder of the Wylfa organisation is complete and the staff notified of the outcome. Staff will have a 2 week appeal period. It is expected that the reduction in the workforce will commence towards the end of May 2016.

Conclusion of Intervention

From the information obtained and evidence gathered during this intervention, I do not believe there are any matters identified that have a significant negative effect on the system integrity and there were no issues identified that were considered to adversely affect nuclear safety.

Esboniad o’r Dyfarniad os Nad oedd y System Ddiogelwch wedi cael ei Barnu yn Ddigonol.
