Sizewell B – Dry Fuel Store Processing

Executive summary

Purpose of intervention

This was an EDF Energy Nuclear Generation Ltd (NGL) Independent Nuclear Assurance (INA) lead readiness inspection to gather evidence for release of INA Hold Point 7: Consolidate Inactive Commissioning for the Sizewell B Dry Fuel Store (DFS) project.  This will allow loading and unloading demonstrations to take place although no movement of active material would take place during this work.  This inspection was supported by Office for Nuclear Regulation (ONR).  ONR had no formal input into INA’s decision on the release of Hold Point 7.  The project presented views to INA on the adequacy of the project’s readiness to undertake the loading and unloading demonstration.

Conclusion of Intervention

I consider the project is working within its testing and commissioning arrangements.  I did not identify any significant shortfalls although considered improvements in process could be made given anomalies identified in testing documentation.

I do not consider the Dry Fuel Store Project is presently ready to move into the next phase at present given lack of awareness of the potential impact of outstanding technical queries on loading and unloading demonstration.  This opinion supports INA’s view of a lack of project self-regulation in transitions between testing and commissioning phases.
