Sizewell A – Compliance Inspections and attendance at Site Stakeholder Group

Executive summary

Purpose of intervention

This report covers an inspection of Magnox Ltd’s Sizewell A nuclear licensed site on 1-3 December 2015. This inspection was part of a programme of planned interventions as outlined in the Sizewell A IIS plan for 2015/16.

The inspection looked at the site’s arrangements for decommissioning and modifications on existing plant. I also attended the sites Health Environmental and Safety Advisory Committee (HESAC) meeting and attended the Sizewell Site Stakeholder Group (SSG) meeting.

Interventions Carried Out by ONR

During this intervention, I carried out Licence Condition (LC) compliance inspections to verify compliance with the following Licence Conditions:

My inspections were carried out against the requirements of LC22 & LC35 and ONR’s published inspection guidance associated with these Licence Conditions. 

Whilst on site I also attended various meetings on site to discuss regulatory matters and I attended the Sizewell Site Stakeholder Group (SSG) meeting.

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable – This was not a Safety Systems Inspection.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I inspected compliance with Licence Condition 22 – Modification or experiment on existing plant. I was satisfied that the licensees’ arrangements met the key requirements as defined in ONR guidance, and these were adequately implemented on the site. The licensee demonstrated that it was compliant with the Magnox Ltd. corporate process for modifications. I sampled a number of modifications and found these to be adequately categorised and controlled in accordance with the arrangements. The documentation sampled was adequately controlled through the records team and all modifications were recorded on the site register. Temporary modifications were adequately managed with only one remaining open at the time of the inspection, and no modifications being open for an excessive length of time. Overall, I rated compliance with LC22 to be adequate.

I inspected compliance with Licence Condition 35 – Decommissioning. The licensee demonstrated that adequate arrangements are in place to meet the requirements of the standard, and that these were adequately implemented on the site. I reviewed the Sizewell A Decommissioning strategy and programme which met the key requirements as defined in ONR’s guidance. Overall I rated compliance with LC35 to be adequate.

I attended the sites Health Environmental and Safety Advisory Committee (HESAC) meeting as an observer. I judged it to be an effective meeting with a reasonable attendance of management and staff, and which included good discussion on a number of safety topics.

Following the site inspections I attended the Sizewell Site Stakeholder Group (SSG) meeting, and presented the ONR report of activities on Sizewell A.

Conclusion of Intervention

From the evidence gathered during this intervention I judged the licensee’s compliance with Licence Conditions 22 and 35 to be adequate, no issues were identified, but minor actions were raised for the licensee to address, which are detailed in the report. These actions have no safety significance, and will be followed up as routine business by the site inspector during future interactions with the licensee.
