RRMPOL planned inspection

Executive summary

Purpose of intervention

This inspection at the RRMPOL Nuclear Fuel Production Plant Raynesway Licensed Site was one of a series planned for 2015/16.  The purpose of the inspection was to judge the extent to which the licensee complies with Licence Condition (LC) 19, which relates construction or installation of new plant.

Interventions Carried Out by ONR

The current ONR Nominated Site Inspector and his successor undertook an LC 19 inspection of the Nuclear Fuel Production Plant Site. The focus of the inspection was on the build assurance on the Core Production Capability Regeneration construction site.  

Explanation of Judgement if Safety System Not Judged to be Adequate

Key Findings, Inspector's Opinions and Reasons for Judgements Made

During the inspection evidence was seen of the effectiveness of RRMPOL’s implementation of improvements to their build assurance arrangements under LC 19. The improvements inspected included with regard to the Design Authority function, Quality Control Procedures and the licensee’s general oversight of the activities to discharge its Intelligent Customer role. Ahead of the inspection RRMPOL reported on a programme of improvements and the ONR Inspectors found that the level of implementation was consistent with that described by the licensee.

Conclusion of Intervention

The ONR Inspectors judged that the implementation of improvements is sufficiently mature for the licensee’s compliance with LC 19 to be rated adequate overall. The Site Inspector will monitor the effectiveness of the implementation of ongoing improvements as part of routine regulator business.
