This report covers observation of a Level 2 exercise undertaken at the Operational Berth at Portland and Police Headquarters, Winfrith on 9th March 2016. ONR were present to observe the exercise as the Enforcing Authority for the Radiation (Emergency Public Preparedness and Public Information Regulations) 2001 (REPPIR). ONR observe these exercises to ensure that they are done every 3 years as required by the regulations, that all of the relevant participants take part and that lessons are learned and the plan and multi-agency arrangements are improved as a result.
The Level 2 exercise intervention consisted of site exercise briefs on the afternoon of the 8th March 2016 followed by observation of the exercise on the 9th March 2016.
The exercise provided the opportunity to test the effectiveness of the Operators On-site Emergency Plan and the Dorset County Council Off-Site Emergency Plan (Version 7, dated 22 Jan 2016), in response to a postulated Off Site Nuclear Emergency in a nuclear powered submarine. ONR observers were located at Operational, Tactical and Strategic locations. At the end of the exercise I collated feedback and observations from ONR and DNSR observers on what went well and on potential areas for improvement and fed this back at the final debrief session confirming that the exercise constituted a test of the plan prepared under Regulation 9(1) of the REPPIR regulations and demonstrated in accordance with Regulation 10(1)(b). I also confirmed that ONR inspectors concurred with the DNSR judgement that the exercise was an adequate demonstration of the on-site emergency arrangements.
I was able to confirm that the exercise constituted a test of the plan prepared under Regulation 9(1) of the REPPIR regulations and demonstrated in accordance with Regulation 10(1)(b).
The intervention did not identify any matter impacting on nuclear safety that required immediate regulatory action.
