Portsmouth Operational Berth, Golden Fox 16 COMAH Livex Exercise

Executive summary

Purpose of intervention

This intervention was to observe a Control of Major Accident Hazards (COMAH) Regulations 2015 Tier 1 Livex Emergency Exercise on 12th November 2015.  The Local Authority is claiming this exercise as a modular contribution to exercising the Portsmouth Operational Berth off-site REPPIR emergency plan, hence ONR attendance as the REPPIR Enforcing Authority together with HSE the Competent Authority for COMAH.  ONR observe these exercises to ensure that they are done every 3 years as required by the regulations, that all of the relevant participants take part and that lessons are learned and the plan and multi-agency arrangements are improved as a result.

Interventions Carried Out by ONR

The Level 2 exercise intervention consisted of observation of the COMAH Livex exercise on the 12th November 2015. 

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The exercise provided the opportunity to test the effectiveness of the strategic elements of the Portsmouth Off-Site Emergency Plan (PORTSAFE).  ONR inspectors were located at the Strategic Command Centre.  In my opinion, the exercise constituted a test of the strategic elements of the Portsmouth Off-site Emergency Plan prepared under Reg 9(1) of the REPPIR regulations and demonstrated in accordance with Regulation 10(1)(b).  This is part of the modular approach to exercising the plan as agreed with the Portsmouth City Council Civil Contingencies Manager.

Conclusion of Intervention

I was able to confirm that the exercise constituted a test of the strategic elements of the Portsmouth Off-site Emergency Plan prepared under Reg 9(1) of the REPPIR regulations and demonstrated in accordance with Regulation 10(1)(b).
