Licence Condition 3 compliance inspection at EDF Energy Nuclear Generation Ltd's corporate headquarters at Barnwood, Gloucestershire

Executive summary

Purpose of intervention

The purpose of this intervention was to undertake a Licence Condition [LC] 3 compliance inspection at EDF Energy Nuclear Generation Ltd’s [NGL’s] corporate headquarters at Barnwood, Gloucestershire, in line with the planned inspection programme contained in ONR’s Corporate Integrated Intervention Strategy [IIS] for 2015/16.

Interventions Carried Out by ONR

This intervention included a compliance inspection against Licence Condition 3. I spoke to NGL’s Principal Solicitor and the lead TSSM for LC3 from Hinkley Point B.

I also held discussions with NGL’s Training Standards Accreditation Board (TSAB) Programme Manager in preparation for my visit (as part of an ongoing LC10 intervention) to observe this process with respect to possible reaccreditation of Hinkley Point B’s Technical Training Programme.

Explanation of Judgement if Safety System Not Judged to be Adequate

There was no safety system inspection carried out during this intervention.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

My LC3 inspection examined NGL’s arrangements for handling property transactions on its licensed nuclear sites and implementation of those arrangements. My inspection included examination of relevant documentation; governance arrangements and a review of potential property transactions across its licensed sites.

Based on my discussions and observations, I judge that NGL’s arrangements and the implementation of those arrangements are satisfactory and meet the requirements of ONR’s guidance.  I judged NGL to be compliant with its arrangements under LC3 justifying a rating of 3 – Adequate.

The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.

Conclusion of Intervention

I am satisfied that NGL’s LC3 arrangements for controlling property transactions and their implementation are adequate and I judge that the outcome of the sample inspection undertaken met expectations detailed within relevant ONR guidance.  I have therefore given an IIS rating of 3 (adequate).

There are no findings from this inspection that could significantly undermine nuclear safety or which would result in changes to ONR’s planned interventions and inspections.
