ONR’s observation of MODEM 56 concludes that the meeting was attended by NNB GenCo and Responsible Designer personnel with the authority to effectively discharge its decision making responsibilities

ONR notes and welcomes the recent review and validation of the meeting’s Terms of reference

ONR judges that the membership of the meeting aims to ensure that decisions are informed by nuclear safety considerations.

ONR notes that the pre-meeting is essential to the MODEM effectively discharging its decision making responsibilities.

ONR judges the format and conduct of MODEM No 56 to be satisfactory.

This record includes several observations for NNB GenCo’s further consideration.

Recommendations

ONR to arrange to attend the QUBE to observe a MODEM from the perspective of members participating via telephone.

ONR should seek to improve its visibility of MODEM business.

ONR should consider the merits of sending specialist assessors to observe selected MODEM meetings
