Purpose of intervention
This was a planned inspection of EDF Energy Nuclear Generation Ltd’s (NGL’s) Hinkley Point B power station, undertaken as part of the planned intervention strategy for the Civil Nuclear Reactor Programme (CNRP) of the Office for Nuclear Regulation (ONR).
The work was carried out in line with the planned inspection programme contained in the Hinkley Point B Integrated Intervention Strategy (IIS).
Interventions Carried Out by ONR
I (the nominated site inspector for Hinkley Point B) carried out compliance inspections on licence conditions 10 (training), 12 (duly authorised and other suitably qualified and experienced persons) and 36 (organisational capability).
I also attended the Site Stakeholder Group meeting, reviewed the outcome from the Emergency Planning Consultative Committee, reviewed the ONR issues database, met with Independent Nuclear Assurance and discussed recent events on the site.
Explanation of Judgement if Safety System Not Judged to be Adequate
Not applicable. No system inspections were carried out on this visit.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
- For LC10 (training), I was satisfied that a comprehensive training package for a number of roles required by the Company Safety Rules was in place and that procedures were in place to ensure that Authorisation/nominations were kept up to date. Training records were readily available to demonstrate compliance with the training requirements. I assigned an IIS rating of – 3 (adequate) to this inspection.
- For LC12 (duly authorised and other suitably qualified and experienced persons), I was satisfied that the site had followed the guidance on the implementation of the Company Safety Rules (Electrical & Mechanical). A number of safety roles were defined and a robust process was in place to control the appointment of persons and maintain that authorisation. I assigned an IIS rating of – 3 (adequate) to this inspection.
- For LC36 (organisational capability), I concluded that the requirements of the organisational Nuclear Baseline on site had been demonstrated, that challenges to station operation in the next few years had been identified and that improvements to performance were being achieved through the use of the NGL behaviours for success initiative. I assigned an IIS rating of – 3 (adequate) to this inspection.
I attended the Site Stakeholder Group meeting and discussed the outcome of the last Emergency Planning Consultative Committee with the EPCC Chairperson. I consider these meetings to be an important interaction with stakeholders and a good opportunity to explain ONR’s regulatory activities.
I reviewed the ONR issues database and concluded that several of the issues could now be recommended for closure.
I met with the INA evaluators to discuss a number of issues and promote effective working interactions. On this occasion we discussed the INA staffing levels, the statutory outage, fuel route enhancements and Safety Rule events.
The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.
Conclusion of Intervention
There were no findings from this inspection that could significantly undermine nuclear safety. At present, no additional regulatory action is needed over and above the planned interventions of Hinkley Point B power station as set out in the Integrated Intervention Strategy, which will continue as planned.
