Hinkley Point B Planned Intervention

Executive summary

Purpose of intervention

This was a planned inspection of EDF Energy Nuclear Generation Ltd’s (NGL’s) Hinkley Point B power station, undertaken as part of the planned intervention strategy for the Civil Nuclear Reactor Programme (CNRP) of the Office for Nuclear Regulation (ONR).

The work was carried out in line with the planned inspection programme contained in the Hinkley Point B Integrated Intervention Strategy (IIS).

Interventions Carried Out by ONR

I (the nominated site inspector for Hinkley Point B) accompanied by two representatives of the National Atomic Energy Agency of Poland, who were seconded to ONR at the time, carried out a general safety walkdown of the Hinkley Point B site and Combwich District Survey Laboratories.  I also:

Not applicable – no system based inspections were carried out on this visit.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Following the general safety walkdown of the Hinkley Point B and Combwich District Survey Laboratories we judged that that both sites were being maintained to appropriate standards and that the staff we engaged with demonstrated good behaviours.  A number of minor enhancements were identified which are currently being addressed by the Licensee.  ONR will pursue these as part of normal business.

We attended the daily Operations Focus Meeting and Event Screening Meeting and considered that both meetings were well run and were successful in addressing key operational matters across the site and highlighting appropriate operational learning from events on and off the site.

I (the nominated site inspector) carried out the following interventions:

I met with the Independent Nuclear Assurance (INA) team on site to review recent events using the standard INA/ONR agenda.  The topics that were discussed included further proposed changes to INA staff levels on site, outcomes of the ONR inspection week, fuel route improvement initiatives and emergent issues on the site.  We also reviewed the INA Interim Report for Hinkley Point B for the period from June to August 2015.

I was satisfied with the information exchanged during meetings with NGL staff on a range of topics including the recent reactor 3 unplanned trip, plant condition in the turbine hall, follow up work relating to an event at the buffer store earlier in the year when a closure unit was ejected from a storage tube and developments on site with the boiler tube failure safety case.

The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.

Conclusion of Intervention

There were no findings from this inspection that could significantly undermine nuclear safety.  At present, no additional regulatory action is needed over and above the planned interventions of Hinkley Point B power station as set out in the Integrated Intervention Strategy, which will continue as planned.
