Hinkley Point A Nuclear Licensed Site Planned Intervention Inspections

Executive summary

Purpose of intervention

My intervention was held at Hinkley Point A (HPA) to undertake planned inspections of compliance with reporting incidents on the site.  I also attended the HPA Site Stakeholder’s Group meeting. These activities are part of ONR’s Decommissioning, Fuel and Waste intervention programme for HPA. 

Interventions Carried Out by ONR

The reporting of incidents on the site is required under the licence conditions attached to the Hinkley Point A nuclear site licence.  

Explanation of Judgement if Safety System Not Judged to be Adequate

This intervention did not include the inspection of a safety system.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

My inspection showed HPA was adequately prepared for reporting incidents with some areas of good practice and some areas where improvements could be made.  The areas of good practice included the review of incident reports by staff with a good mixture of practical abilities and the HPA learning capture form.  HPA should consider ways of getting more out of investigations with nuclear safety implications by including consideration of the worst case that could happen and the potential to breech safety barriers.  I therefore rated the areas I considered as being adequate.

Conclusion of Intervention

In the areas inspected, HPA demonstrated that the site was compliant with reporting incidents on the site.
