Heysham 2 Power Station – LC7 (Incidents on site) Compliance Inspection

Executive summary

Purpose of intervention

The purpose of this intervention was to undertake a Licence Condition (LC) compliance inspection at EDF Energy Nuclear Generation Limited (NGL) Heysham 2 power station in line with the planned inspection programme contained in the Heysham 2 Integrated Intervention Strategy (IIS).

Interventions Carried Out by ONR

This intervention included a compliance inspection against the following Licence Condition (LC):

The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.

I also carried out a review of progress made on ONR issue 3693 relating the Emergency Diesel Generator (EDG) roof plant equipment.

Explanation of Judgement if Safety System Not Judged to be Adequate

No safety system inspection was undertaken, hence this is not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The LC7 inspection involved consideration of both generic and local implementation documents as defined within MCP1 with the following areas covered as part of the inspection:

My sampled inspection and discussions with Heysham 2 staff and contract partners, provided good evidence that there is good understanding of responsibilities in reporting requirements. This evidence was further supported with the level of documented reporting for CR’s from the various contract agencies. It was apparent that the contract agencies are aligned with NGL’s reporting culture.

I am satisfied that the arrangements and their implementation for LC7 are to a good standard and have rated this inspection through the IIS as 2 (good).

Work regarding ONR issue 3693 is being progressed on BY EDG roof plant on a number of work front areas. I will continue to monitor progress of this issue through my normal regulatory engagements.

Conclusion of Intervention

Overall I considered that the arrangements and their associated implementation for LC7 met with the requirements of ONR guidance and was rated through the IIS as 2 (good) respectively.

There are no findings from this inspection that could significantly undermine nuclear safety and no change to the planned interventions and inspections of Heysham 2.
