Heysham 2 Power Station – Licence Condition Compliance Inspection of LC10 and 12

Executive summary

Purpose of intervention

The purpose of this intervention was to undertake a Licence Condition (LC) compliance inspection at EDF Energy Nuclear Generation Limited (NGL) Heysham 2 power station in line with the planned inspection programme contained in the Heysham 2 Integrated Intervention Strategy (IIS).

This guidance document requires inspectors undertaking compliance inspections against these LCs to consider both the arrangements that are in place together with their associated implementation.

Explanation of Judgement if Safety System Not Judged to be Adequate

No safety system inspection was undertaken, hence this is not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

For LC10 I sampled into arrangements and their implementation in relation the training and assessment of a Shift Manager, Reactor Desk Operator and a Control Room Supervisor. The rigor of training, testing and selection of candidates was found to be comprehensive; as a result I have rated this element of my inspection through the IIS as 2 (good).

For LC12 I sampled into the arrangements and their implementation in relation to the arrangements and implementation for Duly Authorised Person which requires the authorising panel membership to have an independent authorisation panel member to be present. Several newly authorised Duly Authorised Persons did not meet NGL’s arrangements. Based on the evidence sampled during this inspection, I have rated this element of my inspection as 4 (below standard).  

The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.

Conclusion of Intervention

Overall I considered that the arrangements and their associated implementation for LC10 met the requirements of ONR guidance.  I have rated the LC10 inspection through the IIS as 2 (good).

For LC12 element of my inspection I considered that the arrangements and their associated implementation did not meet the requirements of ONR’s guidance.  I have therefore rated the LC12  inspection through the IIS as 4 (below standard).

An ONR issue was raised to address the specific compliance arrangements for LC12 which has given rise to a single recommendation within this Intervention Record. This will be followed up by the site inspector during his routine engagements with Heysham 2.

There are no findings from this inspection that could significantly undermine nuclear safety and no change to the planned interventions and inspections of Heysham 2.
