Heysham 1 - Planned Compliance Inspection

Executive summary

Purpose of intervention

The purpose of this intervention was to carry out licence compliance inspections at the EDF Energy Nuclear Generation Limited’s (NGL’s) Heysham 1 power station in line with the planned inspection programme contained in the Heysham 1 Integrated Intervention Strategy (IIS) for 2015/16.

Explanation of Judgement if Safety System Not Judged to be Adequate

No safety system inspection was undertaken, hence this is not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

LC7 – Incidents on the Site

Prior to this inspection, I carried out a review of the company LC7 procedures against the relevant ONR guidance documents for this licence condition.  I judged that these procedures provide good arrangements to satisfy the requirements of LC7.

In order to judge the adequacy of the implementation of these arrangements, I sampled a number of investigations relating to events reported to ONR under the station LC7 arrangement and the follow up to any actions raised.  I also reviewed the trending of events to ensure that appropriate learning was undertaken.

I noted that more emphasis is now being placed on the quality and timeliness of investigations as well as the closure of any actions raised.  In the areas sampled all the actions were closed with evidence of appropriate closure statements.  In addition I noted that improved trending was being undertaken across the station with some good examples in the areas of limiting condition of operation entry, fire safety and industrial safety. 

I therefore judged that the station compliance with LC7 was to a good standard with an IIS rating of 2.

LC26 – Control and Supervision of Operations

Prior to this inspection, I carried out a review of the company LC26 procedures against the relevant ONR guidance documents for this licence condition.  I judged that these procedures provide adequate arrangements to satisfy the requirements of LC26.

In order to judge the adequacy of the implementation of these arrangements, I sampled the control and supervision of maintenance activities.  From the activities sampled I judged that the principles of control and supervision are adequately covered within the company training and mentoring and applied during day to day operations and I judged that compliance with LC26 is adequate with and IIS rating of 3.

LC23 – Operating Rules & LC24 – Operating Instructions

Prior to this inspection, I carried out a review of the company LC23 and LC24 procedures against the relevant ONR guidance documents for these licence conditions.  I judged that these procedures provide good arrangements to satisfy the requirements of LC23 and LC24.

In order to judge the adequacy of the implementation of these arrangements, I sampled the operating rules and associated operating procedures relating to the recent boiler spine safety case for the return to power of both Reactor 1 and Reactor 2 at Heysham 1.  In particular I reviewed compliance with the boiler spine temperature limits justified in these safety cases.

I judged that the operating rules and operating instructions associated with the boiler spine safety case are to a good standard and therefore I have rated compliance with both LC23 and LC 24 as good with an IIS rating of 2.  

Routine Meeting with the Internal Regulators

I also attended a regular meeting with the station internal regulators to discuss recent interventions undertaken at the station. 

The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.

Conclusion of Intervention

As a result of this intervention I have rating compliance with LC7 – incidents on the site, LC 23 and LC24 – operating rules and operating instructions as a good standard with an IIS rating of 2.  I have rated compliance with LC26 – control and supervision of operations as adequate with an IIS rating of 3.

From the evidence gathered during this intervention, I do not consider there to be any matters that have the potential to impact significantly on nuclear safety. 

At present, no additional regulatory action is needed over and above the planned interventions of Heysham 1 power station as set out in the Integrated Intervention Strategy, which will continue as planned.
