Heysham 1 - SBI inspection

Executive summary

Purpose of intervention

The purpose of this intervention was to carry out an inspection at EDF Energy Nuclear Generation Limited’s (NGL’s) Heysham 1 power station in line with the planned inspection programme contained in the Heysham 1 Integrated Intervention Strategy (IIS) for 2015/16.

Interventions Carried Out by ONR

The ONR nominated site inspector, an ONR security inspector and an ONR emergency response specialist conducted an inspection at Heysham 1 against the criteria in ONR’s on-site Emergency Preparedness and Response (EP&R) capability assessment.

The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable during this intervention.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The inspection sampled both the safety and security aspects of the stations on-site emergency capability, as recorded in the capability map. Although no significant shortfalls were identified in the emergency response capability, a number of areas for improvement were found relating mainly to information not being recorded in the capability map, rather than a lack of specific capabilities.  The station accepted these shortfalls and agreed to include these in the capability map.  This will be followed up as part of routine business.

Conclusion of Intervention

From the evidence gathered during this intervention, I do not consider there to be any matters that have the potential to impact significantly on nuclear safety or protection of the public in the event of an emergency at the station.

At present, no additional regulatory action is needed over and above the planned interventions of Heysham 1 power station as set out in the Integrated Intervention Strategy, which will continue as planned.
