The purpose of this intervention was to undertake a Licence Condition [LC] 36 compliance inspection at EDF Energy Nuclear Generation Ltd’s [NGL’s] Heysham 1 power station, in line with the planned inspection programme contained in the Heysham 1 Integrated Intervention Strategy [IIS] for 2015/16.
This intervention included a compliance inspection against Licence Condition 36. I spoke to members of the Human Resources (HR) Operations Departments and held discussions with a member of the Station’s Independent Nuclear Assurance team.
The inspection examined Heysham 1’s organisational capability arrangements and implementation of those arrangements. It included examination of the Station’s nuclear baseline, how resources are being monitored and how proposed changes to personnel or to the structure of the organisation are managed through Heysham’s ‘management of change’ process.
The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.
There was no safety system inspection carried out during this intervention.
Based on my discussions and observations, I judge that Heysham’s arrangements and the implementation of those arrangements are satisfactory and meet the requirements of ONR’s guidance.
I found that the Station’s Independent Nuclear Assurance (INA) team, with support from a topic specialist from Barnwood, were monitoring the Station’s performance and that advice had been provided which was also being monitored.
I provided advice on aspects of the Station’s arrangements but overall, I judged NGL to be compliant with its arrangements under LC36 justifying a rating of 3 – Adequate.
I am satisfied that the arrangements and their implementation at Heysham 1 LC36 are adequate and I judge that the outcome of the sample inspection undertaken met expectations detailed within relevant ONR guidance. I have therefore given an IIS rating of 3 (adequate).
There are no findings from this inspection that could significantly undermine nuclear safety or which would result in changes to the planned interventions and inspections of Heysham 1 Power Station.
