The purpose of this intervention was to attend the annual exercise review meeting and Local Community Liaison Committee (LCLC) meeting at EDF Nuclear Generation Limited’s (NGL’s) Heysham 1 power station in line with the planned inspection programme contained in the Heysham 1 Integrated Intervention Strategy (IIS) for 2015/16.
The inspections were undertaken by the nominated ONR Site Inspector.
The ONR nominated site inspector for Heysham 1 attended both the annual exercise review meeting and the biannual Local Community Liaison Committee (LCLC) meeting.
No safety system inspection was undertaken, hence this is not applicable.
The annual exercise meeting reviewed the status of the emergency arrangements at Heysham 1, in particular how the learning opportunities identified during the recent exercises to test the emergency plan have or are going to be addressed. In addition, the future exercise objectives were discussed. All actions from the previous meeting have been adequately addressed and adequate progress is being made to address the identified learning opportunities. On this basis I have judged compliance with LC11 to be adequate with an IIS rating of 3. Formal minutes of this meeting will be produced by NGL.
I also attended the LCLC where both Heysham 1 and Heysham 2 presented an update on their safety performance since the last meeting to the local community. An update was also provided on the boiler spine work and Heysham 1’s response to the Improvement Notice recently issued by ONR.
ONR presented the quarterly report for both stations and no questions were raised by the LCLC members.
The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.
From the evidence gathered during this intervention, I do not consider there to be any matters that have the potential to impact significantly on nuclear safety. At present, no additional regulatory action is needed over and above the planned interventions of Heysham 1 power station as set out in the Integrated Intervention Strategy, which will continue as planned.
