This report covers an inspection of EDF Energy Nuclear Generation Ltd (NGL) Heysham 1 Nuclear Licensed Site undertaken during Reactor 2 periodic shutdown. This inspection focussed on the essential electrical system and was undertaken by two ONR specialist electrical inspectors.
The inspection covered arrangements for Examination, Inspection, Maintenance and Testing under Licence Condition LC28.
Following this inspection I am satisfied that the outage work is being carried out in a satisfactory manner and note that no significant issues were identified that would affect return to service. Minor issues which have been identified will be addressed by the station in accordance with their extant arrangements.
I consider that NGL should continue to actively manage the ageing and obsolescence of the electrical equipment in accordance with NGL fleet wide procedures. The progress of this work will be monitored by ONR as part of normal regulatory business.
From the evidence gathered during this intervention, I am satisfied that the outage activities are being managed in an appropriate manner. With over 50% of activities completed no electrical issues have been identified from this work that should affect the return to service, on completion of the planned work. No items have been identified from the Outage Intentions Document which the station is planning to defer.
I will continue to monitor the outage work and will seek assurances from the station that all outage activities have been satisfactorily completed.
Examination, maintenance, inspection and test arrangements and activities sampled were found to meet requirements. Therefore an Integrated Intervention Strategy (IIS) Rating 3 has been assigned for LC28.
