Planned Inspection of LC14

Executive summary

Purpose of intervention

This was a planned intervention at the GE Healthcare Limited Cardiff Nuclear Licenced Site (CNLS) in Cardiff to review licensee compliance with Licence Condition 14 (Safety Documentation) as part of a planned intervention within the DFW plan.  The aim of the inspection was to compare the licensee’s arrangements with the requirements of LC14 to allow me to form a view on the adequacy of their arrangements and their implementation.

Interventions Carried Out by ONR

I visited the site on the 23rd October 2015 and met with the Head of CNLS and the Safety Case Manager.  The intervention sampled the licensee’s arrangements and implementation to consider if they complied with the requirements above Licence Condition by comparison with the ONR Technical Inspection Guide for LC14 (NS-INSP-GD-014 Revision 2).

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I sampled the licensee’s arrangements for compliance with Licence Condition 14 (Safety Documentation).  The licensee’s arrangements do not allow for ONR approval of them.  However, given the nature of operations undertaken on the site it is unlikely that this will ever be required.  Consequently I do not consider this to be a significant shortfall.  I judged that the processes to identify hazards, produce the safety case (including the categorisation and checking processes) and control of implementation were adequate.

Conclusion of Intervention

I judged that in other areas the licensee’s arrangements for compliance with LC14 were adequate.
