LC11 Compliance Inspection of Level 1 Emergency Exercise 'Falcon'

Executive summary

Purpose of intervention

Planned inspection of Licence Condition 11 and the Level 1 emergency exercise at the GE Healthcare Ltd licenced site at the Grove Centre, Amersham.  This intervention formed part of the 2015/16 ONR DFW intervention programme.

A planned inspection of LC11 and an update on the licensee proposals for on-going storage of an intermediate level waste.

Explanation of Judgement if Safety System Not Judged to be Adequate

The outcome was judged to be adequate.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The licensee performed a level 1 demonstration exercise.  The scenario was challenging and required the deployment of multiple teams to the incident plant.  Although there were some minor learning points it was our judgement that the demonstration was a successful and adequate test of GEHC’s implementation of its  emergency arrangements.

The licensee provided an update on their work to develop a strategy for the on-going safe storage of an ILW waste stream, identifying the development work and packaging trials that were being undertaken.  The proposals to perform in-active handling trials to verify techniques before moving to active materials were explained and we considered this to be a sensible approach.  The need for the licensee to continue to be in contact with national waste strategy developers was highlighted.

Conclusion of Intervention

We concluded that on the basis of this intervention the licensee adequately demonstrate their capability to deal with a level 1 emergency and we were content with the proposed development of on-going ILW waste storage.
